Merges feature/ff8e0866 (9 reviewed task PRs #25-#33, suite 382 passed) into dev per the corrected flow: features accumulate on dev; release branches cut from dev promote to main. Feature 04 delivers the recurrence rule engine (ScheduleRule model, occurs_on/occurrences_between, month-end clamp, leap-day clamp, anchor-date weeks).
