Maestro Feature 19 (24ce7ebf) - Admin PWA. All feature tasks are done (PRs #187, #188, #189, #192, #196, #198, #204, #205, #206, #207, #208, #209, #210) plus the API work in Features 21-23 already merged to dev.

A mobile-first React PWA (admin/) implementing design/ADMIN-SPEC.md: Authentik OIDC PKCE auth, PWA manifest/service worker, Today, Definitions (list + edit sheet + icon picker + occurrence preview), Schedule (month grid + override editor with a live consequence count), History (filters/rows/stats/CSV), Undo, and live SSE updates. Every mutating action goes through the API admin routes; the API is the security boundary (D-003/D-012).

Feature-level checks: TZ=UTC uv run pytest -q = 1865 passed; cd admin && npm test = 14 files, 183 passed; npm run build exit 0.
NOTE: Feature 19's own DONE also requires Feature 17 (deployed Authentik + HTTPS) for end-to-end login/integration acceptance; Feature 17 remains blocked on owner infrastructure, so the feature cannot be closed end-to-end yet. This promotion integrates the developed, unit/integration-tested PWA into dev.
