Post-release reconcile per established pattern (#141/#186). Brings main's 0.9.0 release commit (09a5fcb: version 0.9.0 in manifest.json/pyproject.toml/uv.lock + the 0.9.0 release notes) into dev so dev does not drift behind and the next release branch bumps from 0.9.0. Every contained commit was already reviewed on main; the feature branch was merged to dev before the release.
