Promotes Feature 02 (SQLite data layer and schema) to main: 12 task PRs (#12-#23) squash-merged on the feature branch, plus the feature-branch merge. Delivered: async SQLite connection wrapper (WAL + FK, executor-backed); schema v1 for all eight tables; versioned migration runner; typed DAO layers with connection-scoped locking, atomic assignment validation, and append-only completion_events; corrupt/missing database startup classification; cross-table CRUD/constraint matrix suite. Suite at release head: 484 passed. Version 0.1.0 (unchanged).

release: zero-byte db files are corrupt and untouched; README describes 0.2.0 deliverables c90892f082

- preflight now treats an existing zero-byte file as corrupt (retryable
  refusal, file left at zero bytes) instead of silently initializing
  over it; regression test added
- README overview updated for 0.2.0: database, schema, migrations,
  DAOs, append-only events, and corrupt-file startup behavior
