Adds optional assignee_child_ids to PATCH /api/v1/admin/quest-definitions/{id} that atomically replaces the assignee set (add/remove) inside the existing edit transaction, so the Admin PWA edit sheet can change assignees. Unknown/inactive/empty are rejected 422 with no mutation; omitted keeps; regeneration once.
