Promotion release from dev (221222275a) to main.

Scope: complete unreleased content of dev — Feature 01 Integration Scaffold and Config Flow (all 8 tasks complete: package/manifest, const.py, single-instance config flow, setup/unload lifecycle with options-reload listener, options flow, SQLite path resolver, HACS metadata/docs, pytest harness). PRs #1-#10, each independently reviewed (Codex gpt-5.6-terra).

Release suite: uv run pytest 98 passed at release head 2212222. No migrations, no packaging beyond uv.lock (committed for reproducibility).

Rollback: revert merge commit on main; no data migrations exist in this release, so rollback is purely git-level.

Merge policy: release PRs are merged ONLY by overseer.
