overseer 3cdedb37c8 Admin plane: validate Authentik OIDC JWTs on /api/v1/admin/*
The admin plane had no authentication: any caller could reach its
routes once they existed. This adds the plane's ONE reusable FastAPI
dependency (require_admin_jwt in api/auth.py) that verifies an
Authentik OIDC JWT — Bearer extraction, RS256-only signature check
against the provider's JWKS, issuer, audience, required exp, and
enforced nbf — and raises the SAME 401 for every failure so the
response never leaks which check failed.

The JWKS is fetched over httpx once per app (JwksCache, 5-minute TTL,
asyncio-lock-guarded, failed fetches never cached) and tests stub the
fetcher, so the suite proves signature/expiry/audience enforcement
with locally generated RSA key pairs and zero network access.

ApiConfig grows the three required OIDC settings
(NESTQUEST_OIDC_ISSUER/AUDIENCE/JWKS_URL) under the existing fail-fast
discipline: an unconfigured issuer must not silently leave the admin
plane open, so from_env raises rather than inventing a default.

This is authentication only — the verified claims are the dependency's
return value, so the nestquest-admins group check is the next task's
addition, not a rewrite. PyJWT[crypto] joins the dev dependency group
(the API deployable's runtime manifest lands in Feature 17).

"""FastAPI skeleton tests: health, OpenAPI, core wiring (task 042dfc5c).
These tests start the NestQuest API app with httpx against the ASGI
app and assert the skeleton contract of Feature 16's first task:
- ``GET /health`` returns 200 with a JSON status body (``status: ok``)
and does NOT leak the filesystem path;
- ``GET /docs`` (Swagger UI) is served, and ``GET /openapi.json``
returns the OpenAPI document;
- the app wires core (opens the configured SQLite file and applies
migrations on startup via the lifespan) and closes the connection on
shutdown (``connected is False`` afterwards);
- ``ApiConfig.from_env`` raises when ``NESTQUEST_DB_PATH`` is missing or
empty, and returns the value when set;
- a startup failure (unwritable path / non-SQLite file) surfaces from
the lifespan rather than the first request;
- each test is hermetic — it points ``NESTQUEST_DB_PATH`` at a fresh
temp file.
A SEPARATE subprocess test asserts the stronger invariant the task
calls out: the app imports the bundled ``core`` WITHOUT importing
``homeassistant``. That cannot run inside the pytest process because
``tests/conftest.py`` installs mock ``homeassistant`` modules globally
before any test imports the integration; a subprocess with a clean
``sys.modules`` is the only honest proof (the same approach
``tests/test_core_no_ha_smoke.py`` takes for the core bundle).

httpx's :class:`ASGITransport` does NOT run the ASGI lifespan on its

lifespan as ``app.router.lifespan_context``; wrapping the client
session in it drives the same startup/shutdown path uvicorn would,
so ``open_and_migrate`` runs before the first request and ``close``
runs after the last.
``__aexit__`` uses try/finally so a client-side error still shuts
the lifespan down — otherwise a failure mid-test would leak the
database connection open.
