Owner-directed feature: the application timezone is now manual-only and admin-authoritative.

Scope: remove every automatic timezone path (PR #282); explicit manual admin picker (PR #283); the stored value is authoritative across panel snapshot/cards, completion, scheduler and admin reads, with the effective zone published via api/host_zone.effective_timezone (PR #285); documentation (PR #286). Nothing is adopted, auto-detected or auto-saved; empty means the API host local zone until an admin sets one. Schema unchanged at 9 (no migration, no backup required). Version 0.9.7 -> 0.9.8.

Release checks: TZ=UTC uv run pytest -q = 2195 passed; cd admin && npm test = 339 passed; admin/frontend builds ok; node tools/icons/generate.mjs --check exit 0.

Merging to main is overseer-only.
