Adds MONTHLY_DAY evaluation with the documented month-end CLAMP policy (revised from the original skip draft per done-condition): a rule for a day absent from a month (31st in April, 30th/29th in Feb) fires on that month's LAST day, one firing per month, interval anchored on nominal months elapsed. 20 new tests incl. full-year sweeps for the 29th/30th/31st across leap and non-leap years (2026, 2027, 2028, 1900/2000/2028 _month_end matrix). Suite 230 passed.
