Release 0.9.4 — fix the admin timezone persistence gap from 0.9.3 (TZ-001).

Release branch cut from validated dev 09f15af (post-0.9.3 reconcile; fix merged as #268). Version 0.9.3 -> 0.9.4. Schema unchanged at 9; no runtime dependency.

Deliverable: persisted API-only timezone_configured marker so the one-time browser-zone auto-set runs only when the timezone is empty AND the marker is false; any saved timezone change (including clearing) sets it, so an explicit empty (host-local) choice survives a close/reopen.

Checks at this head: TZ=UTC uv run pytest -q = 2152 passed; cd admin && npm test = 318 passed; admin build ok; frontend build ok; node tools/icons/generate.mjs --check exit 0.
