Task 28ceb0aa (UI Bugs feature), built on dev fb9907a.

The party-board hint line was overlapped by the bottom dock: the hint

kept the browser default top margin and was rendered at ~954-988px while the dock's top edge is 950px. Fix: margin reset, restore the PANEL-SPEC 27px/600 size, and move the hint to top:896px so it clears the dock with a 16px gap. Dock unchanged (84px inset 46px).

Evidence at dc9471d: new regression test test_party_board_hint_clears_the_dock fails on the old source; headless Chrome at 1920x1080 measured hint 896-933.8px vs dock 950-1034px; TZ=UTC uv run pytest -q = 1987 passed; frontend build regenerates the committed bundle.

fix(panel): keep the party-board hint clear of the dock dc9471dfb4

The hint line is a <p> whose user-agent 1em top margin was never reset,
so at 1920x1080 its box rendered at ~954-988px, under the dock (top edge
950px). Reset the margin, restore the PANEL-SPEC §2 27px/600 size, and
move the hint up to top: 896px so its 37.8px line box ends at ~934px,
16px above the dock. The dock keeps its 84px height and 46px inset.

Add a source-level regression test asserting the hint's margin reset
and that top + font-size x line-height sits at least 12px above
1080 - dock bottom - dock height.
