Maestro Feature 19 follow-up task cd3e0209 (PR #224): the admin Settings screen now has a Preferences section covering planning horizon, day rollover, notify target, the three notification times + toggles and celebration (GET/PATCH /api/v1/admin/settings).

Head: 50428f04a4 (base dev 1eb136f). cd admin && npm test = 15 files, 211 passed; build ok.
