Maestro Feature 19 follow-up task 951bd4e0 (PR #222): the Today header's Settings button now opens a Settings screen whose Children section lets a parent add (POST), edit (PATCH), activate/deactivate and reorder children. Closes the owner-reported gap that there was nowhere to add/edit children.

Head: eec8665610 (base dev ee6c1d6). cd admin && npm test = 15 files, 202 passed; build ok.
