Maestro Feature 22 (ec56eee6). Tasks: d4667573 (PR #193, admin quest-definition list route) and ded75ab8 (PR #194, persisted skip_on_away).

Adds GET /api/v1/admin/quest-definitions (all definitions, active and inactive) and a persisted per-definition skip_on_away boolean (additive schema migration v7->v8, default 1 = current behaviour; materialisation honours it). Both task PRs were independently reviewed APPROVED at their exact heads (no findings after remediation) and squash-merged into this feature branch.

Full suite TZ=UTC uv run pytest -q = 1753 passed.
