Maestro Feature 21 (63ee21d7) - Admin Today Snapshot API. One task: ef3f4877 (PR #190).

Adds GET /api/v1/admin/snapshot so the Admin PWA's Today tab (Feature 19) has a lawful admin-plane data source. Thin adapter over core/snapshot.py build_snapshot with ONE clock read, instance_payload(include_missed=True) per D-009; inherits the admin router's require_admin. Panel route unchanged (include_missed=False).

Task PR #190 was independently reviewed APPROVED at exact head a4d1109 (no findings) and squash-merged into this feature branch. Full suite TZ=UTC uv run pytest -q = 1721 passed.
