Task 33306152.

Adds tests/test_panel_cards.py: source-level coverage of present/away plates, the three window columns (empty window still renders its head), optimistic completion with rollback, idle return, the decided empty/error states, the quest-complete trigger, and a guard that fails if party-board.ts, quest-log.ts or the built nestquest-cards.js reference any admin-only NestQuest service.

Done-condition: uv run pytest passes (1495 tests).
