Feature 09 task 5. The gate already writes the audit lines; this adds the proof: one warning per denial with service + user id (or none) + UTC stamp, one debug per successful admin-only call with the same fields, and no personal data beyond the user id.

Test the permission gate's audit logging b5058a3bed 
Warning on denial and debug on success carry the service, the caller
user id (or none), and a UTC stamp; nothing beyond the user id leaks.
