Release 0.7.1 (owner-requested) - brings onto main what is already on dev and live: the Feature 24 admin PWA-hosting artifacts and the Feature 19 follow-ups (Manage children + Settings Preferences).

Release branch cut from dev at 9cdc69e; version 0.7.0 -> 0.7.1; schema unchanged at 8; custom_components/ identical to 0.7.0 (no HACS-visible change), so this is a cosmetic patch.

Checks at the release head: TZ=UTC uv run pytest -q = 1865; cd admin && npm test = 15 files, 214 passed; npm run build ok.
Merging is overseer-only.
