Adds shopping_chat_autosend (Saturday 08:00 by default, coming week, via the existing SendToChat when Chat is configured, list_ready chat is enabled, and the list is unsent), week_rollover (Monday 00:05, freezes the previous week), and ai_runs_purge (daily, deletes ai_runs older than 30 days).

Developer reports gofmt, go vet, go test -race ./... and CGO_ENABLED=0 go build passed. CI has not run yet.

shopping_chat_autosend fires at chat_autosend_dow/time for the coming
week and posts its Supply run through SendToChat when a webhook is
stored, list_ready's Chat channel is on and the list exists unsent;
otherwise it logs why (key list_ready:chat:{weekStart}). week_rollover
freezes the previous week at Monday 00:05 through Freeze, judging the
week ended by the fire time. ai_runs_purge calls harness.Purge daily at
03:00 with the fire time less RunRetention. Fake-clock tests cover each.

The shopping_chat_autosend schedule now claims its schedule_runs period
under AutosendKey of the coming week's Monday instead of the ISO week key.
Schedule gains an optional PeriodKey hook that replaces the rule's key;
Register rejects a schedule setting both Key and PeriodKey. The fake-clock
tests assert the stored period keys.
