Feature 21 Home Dashboard.

Includes Home API (#173), Home screen (#174), Recent updates sheet (#176), and Keep it in rotation card (#179). All feature tasks are done in Maestro. The feature branch contains current dev (4dcfc3c).

Head: 62f4f9eece.

This also delivers the Home Quick dinner and Cook from what I have tiles required by release finding F-01, superseding the placeholder links that overseer merged to main in 2bc412a.

Keep both the scheduler registrations and the Home service wiring in
cmd/server, pass the scheduler wake function to plan.NewService in the
Home and server tests, and document that boot catch-up processes every
unclaimed fire time within 24 hours, oldest first (F20-02).
