Resolve the Feature 18 placeholder Home against Feature 21's real Home
screen: keep the Feature 21 Home route and App tests, and drop the
placeholder web/src/pages/HomePage so / renders only the real Home.
Quick dinner and Cook from what I have links are covered by
web/src/home/HomePage.test.tsx.
