The Today header's Settings button now opens a pushed Settings screen
whose Children section lists each child (name, colour swatch, active
pill, order) and lets an admin add, edit, deactivate/reactivate and
reorder them. Reorder sends the complete ordered id list. Every write
refetches the list; 403/422 errors are shown in place and the in-flight
controls are disabled. Focus moves in, is trapped, restores on close,
and the background is inert, matching the presence override editor.
Other settings (horizon days, day rollover, notifications) remain a
separate later task.
