Patch release carrying the panel-local overdue correction (PR #279, task fd1093b5) onto main.

Scope: the kids Quest Log card decides OVERDUE from the panel own local clock vs the quest due time, instead of the API snapshot flag, so a quest cannot read OVERDUE before its due time on the panel regardless of the API host zone, HA configured time_zone, or whether 0.9.6 was deployed. The API overdue field is unchanged. Schema unchanged at 9 (no migration, no backup required). Version 0.9.6 -> 0.9.7.

Release checks: TZ=UTC uv run pytest -q = 2173 passed; cd admin && npm test = 318 passed; admin build ok; frontend build deterministic (committed bundle unchanged); node tools/icons/generate.mjs --check exit 0.
