Patch release carrying the household time-zone fix (PR #275, task 6351b36d) onto main.

Scope: the integration reports hass.config.time_zone to the API; while timezone_configured is false the API adopts and persists it, so panel overdue/today, the admin plane and the missed-sweep scheduler are household-local on a UTC host with no manual setup; an admin-chosen zone still wins. Schema unchanged at 9 (no migration, no backup required). Version 0.9.5 -> 0.9.6.

Release checks: TZ=UTC uv run pytest -q = 2169 passed; cd admin && npm test = 318 passed; admin build ok; frontend build deterministic (committed bundle unchanged); node tools/icons/generate.mjs --check exit 0.

Merging to main is overseer-only.
