Release 0.9.3 — admin sets the system timezone (auto-set from the browser zone).

Release branch cut from validated dev 09972cc (post-0.9.2 reconcile; timezone task merged as #266). Version 0.9.2 -> 0.9.3. Schema unchanged at 9; no runtime dependency.

Deliverable: Preferences screen Timezone field (IANA; UTC or Area/Location), auto-set once from Intl.DateTimeFormat().resolvedOptions().timeZone when empty (no geolocation/network), editable/clearable, only changed values PATCHed, 422 surfaced.

Checks at this head: TZ=UTC uv run pytest -q = 2148 passed; cd admin && npm test = 317 passed; admin build ok; frontend build ok; node tools/icons/generate.mjs --check exit 0.
