Feature PR: creating a quest definition now regenerates its instances over the rolling horizon immediately, so a newly created task reaches the HA board without waiting for an unrelated write.

Task PR #235 reviewed APPROVED at exact head 62c9f67093 and squash-merged into the feature branch. One-line core change (regenerate_for_definition after the DAO write in create_quest_definition) plus a regression test and updates to seed tests that had encoded the bug. TZ=UTC uv run pytest -q = 1986 passed.
