Maestro Feature 23 (fce8c1f9). Tasks: 5f843564 (occurrence-preview route, PR #199), 07fde892 (presence schedule/override reads, PR #200), 7616e3eb (override consequence count, PR #201), 92f75680 (admin transition SSE stream, PR #202).

Completes the admin-plane capabilities the PWA screens need: rule occurrence preview, presence reads, a live override consequence count from the materialiser, and an admin SSE stream. All four task PRs were independently reviewed APPROVED at their exact heads and squash-merged into this feature branch.

Full suite TZ=UTC uv run pytest -q = 1865 passed.
