Adds project and global OpenCode slash commands for explicit start, stop, and status; makes the controller user unit manual-only; and adds a parameterized development-cycle prompt with a NestQuest profile. The service is not started by this PR. Validation: 12 orchestration tests pass; OpenCode 1.18.31 loads the commands and dedicated cycle-control agent; a read-only status command ran end to end.
