Feature 05 task PRs are all merged into the feature branch. This is the integration pull request into dev.

Base: dev at 7cc96121e4

Included task merges: #32 tokens and fonts, #34 core primitives, #36 sheet/banner/skeleton/empty, #37 Photo and Icon, #38 responsive shell, #39 nav pill, #42 API client and job polling.

Done: primitives, three-breakpoint shell with aria-current, nav pill FLIP with a reduced-motion jump, lint:colors, and the API client. Independent review of this complete feature diff is still required before merge. Do not merge from this description.
