Feature 19 of MealQuest: failsafe VAPID config and push subscription API, service-worker push handlers and client subscribe, the notify outbox worker with retry/backoff, the Web Push sender, the encrypted Google Chat webhook sender/API, the notification preferences API and screen (1n), and the wiring of plan_ready/list_ready/new_suggestions plus Send to Google Chat. All eight task scopes are merged and independently reviewed (the physical-device verification is split to Feature 22 task 56b24b2d); this PR integrates the feature into dev, including a merge of current dev with the server wiring and test conflicts resolved. Feature scope and acceptance criteria are in Maestro feature bbd91ead-1e2b-48fb-b577-fa0a3faf5842.
